Venues and Events Organizers are not always the same. It would be perfect if a venue existed only once in federation, but thats just too complicated.

Malicious actors could miscretid a location that way. Methods like extended Object-Identity-Proof or collections within a Place that contain all "valid" event-ids could be used to verify.
